Shamokin Dam's Strip Is About to Lose Its Through Traffic. Who's Betting on What Comes Next?

"Once the through traffic is removed that area will become the main street of the central Susquehanna valley." Robert Garrett, president and CEO of the Greater Susquehanna Valley Chamber of Commerce, said this in January 2023 while looking out his office window at Routes 11/15 on a Monday morning. He called the traffic on that four-lane highway unacceptable and said no one would think about coming to shop there because of it.

Three years later, much of the construction along the strip is laid out as though he was right. In Snyder County's listing market, though, asking prices are rising faster than buyers are moving. A home near the strip should be priced on the road as it is today, and the bypass should be treated as a dated, documented future.

The money already moving onto 11/15

Royal Farms opened at 2943 N. Susquehanna Trail on Monday, August 3, 2026. The store sits on the site of the former Phillips Motel, which ran for 52 years before it closed in 2015. Store leader Meghann Deets told The Daily Item the location employs about 34 people. Earlier in the year, Shamokin Dam Borough's March 2026 minutes recorded that Bloomin' Bagels opened on February 19 and that Jasmine-Air Boutique at 2854 N. Susquehanna Trail was expected to open in April.

Several larger commitments are moving more slowly:

  • Members 1st Federal Credit Union received conditional approval from Monroe Township in November 2025 for a site across from Sheetz. The township allowed 180 days for outstanding items while PennDOT finalized its CSVT plans. In August 2026, supervisors granted another 90-day extension and approved the credit union's request to apply for a drainage highway-occupancy permit.
  • Service 1st Federal Credit Union told Monroe Township in April 2025 that it wants to move from Shamokin Dam to an approximately 2,700-square-foot office on a Brookside Homes parcel in the township.
  • Susquehanna Valley Mall received township approval in May 2026 to subdivide the Applebee's, M&T Bank and Taco Bell parcels off the original mall parcel. The mall keeps its traffic signal.
  • Monroe Township adopted Ordinance 2025-3 in July 2025. It adds six tax parcels to the commercial zone, and the discussion at the hearing was about lining up commercial zoning along 11 & 15.

Taken together, these are bets that local trips will keep the corridor going after through traffic leaves. The next section shows what happened on the roads the thruway's northern half bypassed.

What the Northern Section did to the roads it bypassed

The CSVT Northern Section and its river bridge opened in July 2022. In January 2024, PennDOT released before-and-after counts:

Route 15 traffic kept falling between the October 2022 and October 2023 counts, while the new river bridge went from about 12,000 vehicles a day to about 16,000. PennDOT warns that these comparisons are approximate. COVID-era shifts to telework, the 2017 to 2020 Duke Street reconstruction in Northumberland, and normal year-to-year swings all affect the baseline.

The trucks are the most useful number here. Daily trucks on Route 405 dropped by about three-quarters, and on Route 15 by about 45%. A house on a busy road is affected by trucks more than by cars, and through-truck traffic is the kind a bypass removes most completely. In the same release, District Executive Eric High said PennDOT expects "additional similar benefits in Shamokin Dam Borough and the surrounding area in Snyder County" once the Southern Section opens.

The Shamokin Dam stretch starts from a higher volume than any road in that table. PennDOT's 2026 traffic layer has route 11 segments near Shamokin Dam at 12,177 vehicles a day northbound and 16,429 southbound, based on a count taken May 27, 2026. That adds up to roughly 28,600 vehicles a day.

The calendar a buyer actually lives through

Anyone who buys a home near the strip in 2026 or 2027 will own it through several more years of construction before the finished corridor exists. The current schedule:

  1. Summer into September 2026. PennDOT scheduled overnight paving on Routes 11/15 from the mall area to Eighth Street as part of the Southern Section contract and expected to finish in September, weather permitting.
  2. Fall 2027. The Southern Section mainline is scheduled to open. PennDOT has said 2027 since at least September 2023, and its March 2026 update still says 2027.
  3. After the mainline opens. SEDA-COG's November 2025 status report says work affecting the existing 11/15 in Shamokin Dam comes after the opening.
  4. Fall 2028. The Route 61 Connector is scheduled to open separately.
  5. October 2028 at the earliest. Shamokin Dam's May 2025 minutes summarize PennDOT as not expecting to resurface 11/15 until after the bypass and the connector are done. A Daily Item story reported that resurfacing of the "Golden Strip" was being moved up, with PennDOT citing the condition of the road. Its reporting treats routine maintenance as separate from CSVT work, so the two accounts may cover different scopes.
  6. 2031, tentatively. The borough's April 2025 minutes list a separate PennDOT Route 15 project, from Route 11 to the Union County line, with construction planned to begin in 2031, subject to change.

The mainline opening is the date most people know. Under this schedule, the strip itself is being worked on until at least 2028.

Street-level changes that affect specific houses

The third and final Southern Section contract was awarded in fall 2025 for $186.4 million. It includes local-road work that will change everyday routes in particular neighborhoods:

Weatherfield and Orchard Hills. The Cortland Drive Connector in Shamokin Dam Borough will link these two neighborhoods. In the 2017 design, it runs south from Orchard Hills, crosses above the planned Route 61 Connector, parallels Eighth Avenue and ties into Chestnut Street. PennDOT chose the Chestnut Street route over a Spruce Street alternative because the Spruce option would have required displacing two homes.

County Line Road. Route 1022 will be reconnected between Park Road and Route 15.

Route 522 interchange. A new ramp stub and signal at the Routes 11/15 and 522 interchange will let traffic coming off the northbound ramp turn south onto 522. It is meant to be working when the mainline opens.

Mill Road. Monroe Township farmer Mike Heimbach, whose family farms 1,800 crop acres, raised concerns that vertical curbs at two Mill Road roundabouts would get in the way of farm equipment. PennDOT officials said the curbs are needed for drainage and traffic calming. Buyers looking at agricultural ground near the project should drive the routes their equipment would actually use.

A single median price for Shamokin Dam can't capture any of this. Two houses a few streets apart can come out of the project with different commutes, different traffic in front of them and different access to the strip.

What September's listing data says about pricing ahead of the road

Realtor.com data published through the St. Louis Fed covers the Selinsgrove metro area, which is Snyder County. In September 2026, the median listing price there was $390,945, up 30.45% from a year earlier. There were 54 active listings that month, up 31.71%. Median days on market was 80, up 96.30%.

For comparison, the Pennsylvania Association of Realtors put the statewide median sale price at $330,000 in August 2026, up 4.7% from a year earlier.

Read together, the Snyder County figures show sellers asking more while homes take almost twice as long to go under contract. These are asking prices, not closed sales. With only 54 active listings, a handful of higher-priced homes can move the median a lot, so the 30% jump says more about which homes are listed than about what any single house is worth.

That gap is where pricing problems start. A seller whose asking price assumes the post-bypass "main street" is pricing a corridor that is still scheduled for work into 2028. An appraisal looks at comparable closed sales, and a buyer's lender looks at the appraisal. The bypass is real and its dates are public, but it has not shown up in closed sales yet. Quick answers

When does the CSVT Southern Section open? PennDOT's March 2026 update targets 2027 for the mainline, and SEDA-COG lists fall 2027. The Route 61 Connector follows in fall 2028.

Will traffic on 11/15 drop right away? PennDOT and the Chamber both expect large reductions. No official forecast for the strip itself has been published. On Route 15 south of Lewisburg, traffic fell sharply within four months of the Northern Section opening and kept falling the following year.

Is anything planned for the land behind the mall? The Daily Item reported that landowner Michael Andretta was considering options for a 22-acre residentially zoned parcel, including senior housing. An earlier 100-unit proposal was dropped. No approved plan has been reported.
